are we talking about fronts or rears ?
 
My shock came with it's own spanner wrench when I bought it. I also have an adjustable one but for the life of me I cant remember how I got it. I think it was for rebuilding hydraulic cylinders. Call the manufacturer if you haven't already done so or some other suspension companies. Might try googling it! A quality tool shop might have'em. Snap-On should have'em but their prices are rediculous!
 
hmm, my rear PEP shock has a clamp like adjuster for the springs a bolt on each side of the part ...I loosen for adjustments & use a rod like to turn /spin the part for changes ..then retighten
doesnt have 2 threaded nuts/part for the spring like stock applications

Thanks for posting the pic of your shock 2R's. Mine is probably a lot older. Coil spring is hot pink if that helps date it...LOL. The pink coil spring is actually why I want the spanner; I'm taking the shock apart to strip and repaint the spring.
 
I bought a two ended spanner wrench at the local bike shop.. it didn't fit .. so i took the grinder to it. Before i bought it i used a punch and hammer to rotate the collars.
