Are you buying new from a company like Maier.. If you are all the parts needed come with the fenders. The fenders and the hood are seperate pieces. Both come with all the pieces needed that I know of.
OEM fenders and Maier mfg are the only ones that can use 2 piece with a hood.
Maier comes with all the mounting hardware, but depending on what type of hood you are using - 86 flatty or 88 - you will likely need the little clips and bolts for them.

Ive bought 2 different hoods from Maier (Both 86) and they both came with all the bolts and clips. The fenders come with the strap that goes over the tank and a bag full of parts/brackets. Only used the bolts and 2 brackets for the fenders, most of the other brackets seemed useless.
