250r set up for 15 yrs. Recently got it cleaned up. Ultra sonic the carb, carb kit standard jets, new plug, new stator, altenator, ringed it, reeds good, new crank seals, and all air passages opened up. Its got pretty bit of kickback oily and wet exhaust. Its not reving out right. Takes quarter throttle to keep it running. Can anybody help me? Thank yall in advance..

Congratulations on getting it cleaned up.
What is the jetting? What is the carb? Air filter clean? No obstruction in the intake and exhaust? What is the compression? Did it pass an air leak test? Is the CDI original? They do have a tendency to go bad. what oil are you using and what ratio are you mixing it at?
Have you checked the spark?

Check the float height as well. Make sure it moves freely and isn't spitting fuel out of the carb overflow hoses.
