It is going to move some can't remember exactly how much but the way that the caliper bracket is made to move in correlation with the rear carrier when you adjust t for chain tension. that is why it is moving. but do the pads say on the rotor when it moves?

the pads stay on the rotor but on my last R i didnt think it moved but i may be wrong. the bracket that goes around the carrier is whats moving. it looks like the only thing stopping it from going all the way around is a nipple looking thing that comes out of the swing arm. all bolts on it are tight

The bracket may be worn at were the nipple is on the swing or the nipple may be worn also. is the nipple rubber or metal I can't remember.

that "nipple" on the swingarm is made to go inside a grove on your brake stay. there is a metal bushing that goes over the "nipple" that may be missing. but functionally it should still be fine. it does move some. no matter what.
