the only thing new is the lever? same perch, same cable, same clutch? are there multiple holes in the lever for the cable end? and is there any play in the lever at all?
Nope, its a new perch and lever. I had a msr perch and lever but I got a shorty lever and perch. Should it still work? The cable is pulling in down by the motor. But it stalls whenI put it in first.

do you have free play in your lever? it sounds to me like your cable is too short with the new perch and lever, and your unable to fully engage the clutch.

to check if your cable is twisted or binding i would disconnect the cable from the clutch arm, and see if you can pull it then. if you cant then its the cable. follow it up to the perch and check for any kinks or twists.
