1988 250R

New to site and new to owning a 250r. This is my recently restored 88’ 250r. Runs like a beast but has a slight bog/hesitation in 1st and 2nd gear. 3rd through 6th is smooth and fast with no hesitation or bogging. Also is a bear to get started during cold start. Recently Changed CDI box but still have to use starter fluid spray to get it started. Any suggestions on fixing starting issue or why the slight bogging in 1st/2nd gear?
