Finding missing title?

Is there a way to get a missing title for a 250R by the VIN?

Similare to the DMV and if you lost your title to the car. You fill out a form with the VIN, pay a few bucks, and they can locate who is the holder of the title and issue a new one?

Calculating Shipping Costs?

I am going to selling a bunch of parts and will need to figure out shipping costs. When I have shipped stuff in the past I just brought the part to UPS store and shipped it. But that has been for stuff that I was keeping, just getting work done. So I ate the cost of shipping and did not care.

Now I will need to know how much shipping is going to be for each part I sell...to different locations.

My assumptions...
Shipping is depending on weight. So no matter what size the item is, if I have the weight of the item, I can plug it into some on-line app with the zip code and it will tell the shipping costs.

Basically, I do not want to loose money on underestimating the shipping costs, nor do I want to soak the buyer on overcharging shipping costs.
