I'm 6'2" and I prefer 1" higher bars. As far as suspension that depends on what type of riding you do.
I think a lot of XC guys run +2 arms. +3 are kinda wide for for woods. I run +3's and I have a hard time sometimes in trails. Since your tall a +1 stem may work good for you. Beyond that I would buy some risers to get more height or play around with different bar bends. If you get a +2 stem you cant go back down.
When i bought my bike it had a plus 2 steering stem and i hate it
It is way to tall so im thinking about getting a plus 1 if anybody had used

O the 450 I run +3/4 arms and 4/1 inset, on the 250 I have +1 wih the same inset...axis shocks on both as well as long travel...
if ur running XC
run a +2 stem or at least a plus 1, alot can be done by the sweep or bars u choose
I m 6'2 and i run a + 1 stem but +2 feels okay too as long as im running flexx or a regular bend pro taper handle bars
as for arms
dont go past +1 unless u got an aftermarket narrow frame

JD Performance was the first company who made these new max ground clearance a-arms, he was Mark Laeger's main chassis builder back when Mark Laeger owned laeger and 250R's was what the pro's ran, he has an awesome a-arm for the 250R Long Travel or Std Travel,
you could go std travel and have 450R shocks re-valved for it,
Walsh now has a sealed ball joint and can make u Xc Arms,
But it depends if u want Standard travel or not,
but the only companies ive seen not making a staight arm, as in one with a sweep or max ground clearance for a 250R is

and JD is the only one that makes it in std travel, He came up with a totally new designed Arm for the 250R and his stuff is extremely well made and its affordable, but If you can afford it I don't think you can go wrong with Walsh Race Craft or Roll Design

For stem heights, I first brought a stock height stem because you can always change handle bar bends to make it taller. I then switched to a +1 stem with a lower bend bars.
But since you are taller, one of the biggest changes I made to the stock chassis was move the foot pegs back one inch and down one inch. Basically putting them where a "pro-peg" design would have them. Made me feel like I was sitting IN the quad rather than ON the quad. Completely changed the ride of the quad, once I got used to the weight change (wheelie holeshots).
I'm 6'3" I run a +2 stem with flex bars. and it feels about rite, the flex bars are a lower bend than other bars. Also I run +1" a arms (mostly I ride woods and play ride) +2"s are too wide for most woods. And Propegs, like lasher said they are about 1" down and 1" back from stock.
